Board Members

Denise Turner, Chair

Denise Turner has been working full time for the Turner family business since 1995. Drawing on her 15 years experience in the financial services sector, she has been responsible for finance, legal and contract negotiations for various privately- and publicly-owned real estate-based companies, as well as all day-to-day operations of a property management and real estate development company. Most recently, the Turners founded a private investment firm which specializes in commercial real estate acquisitions in Canada and the U.S. Turner has served on several boards of directors in the past including eight years as Vice Chair of the Board of the BC Provincial Health Services Authority; Board Chair of the YWCA of Vancouver; Board Chair of Big Sisters of BC Lower Mainland; Vice Chair of the BC Aviation Council; and a Director and Trustee of the Canadian Association of Provincial Cancer Agencies. In addition to serving as Board Chair of Community Living BC, Turner also serves on the Boards of the Child & Family Research Institute; the Vancouver Symphony Orchestra; the Honorary Advisory Board of Big Sisters of BC Lower Mainland; and the Finance, Audit & Investment Committee of the YWCA. Turner is a recipient of HRH Queen Elizabeth’s Golden Jubilee Award for outstanding service to British Columbia and to Canada.

Mark Duncan

Mark Duncan is a Professional Engineer with a Masters Degree in Public Administration. He attended Royal Military College and was a pilot with the Armed Forces in Halifax. He has completed the ICD Directors Education Program, is a Board Member of the British Columbia Aviation Council and has served on the Board of Governors of the BC Corporation of Commissionaires. Mark was born in Victoria and grew up in Nakusp, B.C. After serving in the Armed Forces, he joined Transport Canada in Ottawa. He was later promoted to Deputy General Manager at Toronto-Lester B. Pearson Airport and in 1987 moved back to Vancouver as Regional Director General for Transport Canada in Pacific Region. Most recently he was Executive Vice President and Chief Operating Officer of the Canadian Transportation Security Authority (CATSA) in Ottawa. He currently leads AeroEdge Consulting Inc. specializing in strategic transportation and security projects.

Norah Flaherty

Norah Flaherty is a Management Trainer and Small Business Consultant with Flaherty & Associates. Previously she was a Consultant with PharmaLibri Publishers Inc. and a Consultant with Maden Training Systems, both in Montreal. Active in her community, Ms. Flaherty has been involved with the advisory committee to the Community Living BC Board as a parent of a child with a developmental disability. She has also served on the board of the Ecole Francaise Internationale de Vancouver and has also held various Executive positions on the Parent Advisory Committees of the Vancouver School Board. Ms. Flaherty is an active member of the Autism Society of BC and with a working group for the BC Confederation of Parent Advisory Committees. She volunteers her time with the Disabled Ski Association of BC and established the BC Transplant Society Dragon Boat Program. Ms. Flaherty holds her Bachelor of Education and her Master of Science in Renewable Resources from McGill University and her Master of Business Administration from Concordia University.

Darryl Harand

Darryl Harand from Kelowna is a self-advocate who has a long history in working at the local and provincial levels of the developmental disability community. In addition to his new position on the CLBC Board, Darryl also sits on the board of the BC Self-Advocacy Foundation and is a Society Liason for the Kelowna and District Association for Community Living. He has assisted and supported people with developmental disabilities to advocate for themselves. Darryl has also worked on editing documents and publications into plain English to make it accessible for people with limited language skills. In addition to his work in the community living movement, Darryl likes to keep up with current events. He follows politics from around the world right down to the municipal level.

Elizabeth Hunt

Elizabeth is a Kwakiutl First Nation lawyer whose practice areas cover treaty negotiations, aboriginal law, wills and estates, corporate/commercial, residential school claims, intellectual property and personal injury. She is also a professor at Thompson Rivers University, and has a long history of volunteerism in community. Among other endeavors, she currently coaches skiing on weekends, and is a member of the Equity and Diversity Committee of the Law Society of BC. Elizabeth is a mother of two young children and lives in Williams Lake, BC.

Roberta Kjelson

Roberta Kjelson spent 34 years in leadership positions in the public and private sectors including 25 years with British Columbia Lottery Corporation (BCLC). She recently retired from BCLC as Manager, Internal Communications and Strategic Projects, following a career focused on strategic communications and public affairs.

Roberta has had extensive involvement in the Kamloops community through the B.C. Games for Athletes with a Disability, the Kidney Foundation of B.C., the Kamloops 1993 Canada Games Society and other organizations. Roberta currently serves on the Board of Trustees for the Kamloops Art Gallery. Roberta holds a Bachelor of Arts degree from University of British Columbia and is a recipient of the 125th Anniversary of the Confederation of Canada Medal for significant contribution to her community.

Ernest Malone

Ernest Malone retired from the Royal Canadian Mounted Police (RCMP) in 2005 as the Chief Superintendant, Corporate Management Officer for BC and the Yukon. He is a member of the Board of Directors of ECOMM (Emergency Communications for Southwest British Columbia) and is a member of the Governance and Audit Committees of that organization.

Ernest received the Governor General of Canada Police Award of Merit for Change Management. He is a member of the Provincial Government Audit Certification Board,
past president of the Vancouver Oral Centre for Deaf Children, and a former member of the Board of Governors of the CGA Assoc of BC. He holds a Bachelor of Science degree in Mathematics and is a Certified General Accountant.

Jan Marston

Jan Marston has spent more than 25 years in the natural gas and energy sector in a variety of senior management and executive roles, working for companies such as Terasen Gas, BP/Amoco Petroleum, and Sceptre Resources. She holds a Bachelor of Commerce from the University of Calgary, Alberta and has completed the Executive Program at Stanford’s Graduate School of Business, Palo Alto, California. She has also received the Institute of Corporate Directors (ICD.D) designation.

She uses her time and knowledge to participate in a variety of community and professional associations; currently serving on the board of directors for Women’s Health Research Institute and Community Living BC, where she is the Chair of the Human Resources and Governance Committee.

Don Rowlatt

Don Rowlatt is an economist and, effective July 1, 2009, an emeritus professor of finance in the University of Victoria’s Faculty of Business. He is a member of the board of directors of the Provincial Health Services Authority and the Chair of its Finance Committee. He is also an Independent Commissioner with the British Columbia Securities Commission and is the Chair of its Human Resources Committee and a member of its Governance Committee. Dr. Rowlatt was previously vice-president of finance and operations at the University of Victoria, vice-president of administration for the University of Saskatchewan, and Saskatchewan’s deputy minister of Labour and associate deputy minister of Finance. He received a doctorate in economics from Princeton University and a bachelor of commerce in economics from the University of Saskatchewan.

Arn van Iersel

Arn van Iersel is a graduate of the University of Calgary with an honours degree in economics. He also undertook graduate studies at the same university and is a fellow of the Certified General Accountants. Arn was with both the Alberta and British Columbia governments in a public service career that spanned over 31 years. He has held various senior positions both in finance and in program delivery including serving as the Comptroller General and A/Auditor General in the Province of British Columbia.

As of June 2007, Arn left the BC government to pursue his personal interests in the promotion of sound financial practices in government. He is a financial consultant working with various organizations including the Federal Government as a member of Environment Canada’s Audit committee. Arn has consulted on a number of international projects including Bangladesh and Sierra Leone. Arn also sits on a number of boards, performs financial reviews and provides financial and risk management training.

Arn has been an active member and participant in the Financial Management Institute of Canada and was given an award of excellence by FMI national in 2006. He is a past member of the Public Sector Accounting Board (PSAB), of the Canadian Institute of Chartered Accountants.
