Doug Woollard, Interim Chief Executive Officer & Vice President of Organizational Development

Doug has been involved in community living for 25 years as a volunteer, as a paid staff person with the Interim Authority for Community Living, and with the Ministry of Social Services as a regional director. Doug also served as the executive director of Delta Community Living Society from 2000 to 2005.

Doug also served as a member of the Community Living Transition Steering Committee. He is committed to ensuring adults with intellectual disabilities, their families, and families with children with disabilities have the power to make the decisions, through informed choice, that affect their lives.

Prior to joining Delta Community Living Society, Doug was a regional manager for Interlock Employee and Family Assistance Corporation. He also chaired the Multi-Lateral Task Force on training, career-pathing and labour mobility in the community social services sector.

Carol Goozh, Vice President of Policy and Program Development

Carol Goozh has a Master’s degree in social Work, and brings over 20 years experience working in the field of community living in a variety of operations and senior management positions. She worked for the Ministry of Children and family development prior to the establishment of CLBC in 2005, and was part of the transition team that worked on the formation of CLBC. 

Richard Hunter, Vice President of Corporate Services

Richard was most recently the Chief Financial Officer of the Provincial Health Services Authority, and before that served as the Vice President of Finance of Children’s and Women’s Health Centre.

Richard’s early career began in manufacturing, transportation, engineering and retail, and he holds a chartered accountants designation in Canada, as well as the UK.

His 15 years experience in health care in this province has included roles in finance, as well as responsibilities in information management/technology, facilities, and environmental services. Richard has extensive experience in governance change and led the merger of eight organizations (including Children’s and Women’s, the BC Cancer Agency, Riverview, the Centre for Disease Control and the BC Transplant Society) to create the PHSA BC finance function.

Paula Grant, Director of Quality Assurance

Originally from Ontario, Paula came to BC to do her masters degree in social work. After graduating, she moved to Lillooet where she was a frontline worker with a generalized caseload that included income assistance, child protection and services to individuals with developmental disabilities. Paula managed a range of programs over the years at MCFD headquarters including childcare, service to seniors, community grants and services to children with special needs.

She has worked as a director of community living programs and services for adults with developmental disabilities for over 20 years and has played a primary role in moving services from institutions to community based support.

Roz Ingram, Director of Communications

Roz has over 25 years experience in government, healthcare, and the private sector. Prior to joining Community Living BC she served as the Chief Communications Officer and Patient Relations at Providence Health Care, providing strategic guidance and advice to the executive group and the Board of Directors in managing the organization’s priorities, building government and stakeholder relations, and addressing operational, media and reputation-management issues.

Roz is an accomplished communications professional with experience in achieving transformational change and high performance in all facets of communications, marketing and issues management, including media relations, sponsorship, investor relations, branding, advertising and fundraising.

Brian Salisbury, Director of Strategic Planning

Prior to beginning his work at CLBC in 2005 as the Director of Strategic Planning, Brian was a part-time faculty member from 1992 – 2001 in the Community Support Worker Program at Kwantlen University College. From 2001 – 2005, Brian worked as a contractor with the Interim Authority for CLBC and the Ministry of Children and Family Development in a variety of roles in support of BC’s move to a community governance model in community living. From 1993 – 2005, Brian also travelled extensively in Canada, the USA, Australia and the United Kingdom where he worked as a part time consultant on various disability policy issues, including the implementation of individualized funding and independent planning support.

Carla Thiesen, Director of Regional Operations, Fraser Region

Born and raised in the Lower Mainland, Carla Thiesen has a Bachelor of Arts from the School of Criminology at Simon Fraser University. Carla owned and operated a small business in transportation for over 15 years and has spent over twenty years in the Community Living sector in a range or positions, including front line work and management. Prior to joining CLBC Carla was the Director of Operations for a non-profit society for seven years. In 2005 she joined CLBC as a Quality Service Manager and became Director of Regional Operations for the Fraser region in 2009.

David MacPherson, Director of Regional Operations, Vancouver Island Region 

David MacPherson has a Bachelor of Science in Psychology from the University of Victoria and a Master of Social Work from the University of British Columbia. He has worked for most of his professional career in the community living field, including positions as Director, Special Needs Policy and Director, Adult Services for the Ministry of Children and Family Development. David retired in 2003 and established a consulting business, working with various government ministries and agencies. While consulting, he served on the board of Community Living Victoria. David joined CLBC as a Quality Service Manager in 2007, and was appointed Director of Regional Operations for Vancouver Island in 2009.

Lynn Middleton, Director of Regional Operations, Interior Region

Lynn Middleton joined Community Living BC in 2006 as a Quality Service Manager and became Director of Regional Operations for the Interior Region in 2009. Lynn has a Bachelor of Arts in Child and Youth Care from the University of Victoria. Before joining CLBC Lynn worked as a Regional Manager for the Ministry of Children and Family Development Community Living Service, and has over 20 years experience in the social service sector both in Canada and abroad.

Sharon Rose, A/ Director of Regional Operations, Vancouver Coastal Region

Sharon has been committed to supporting individuals and families in community living for over 25 years. Originally from Ontario, Sharon worked with children and youth with special needs both in child protection and the school system. She worked for the Burlington Association for Community Living supporting adults with developmental disabilities for 5 years prior to moving to British Columbia in 1989. Sharon worked for the Delta Community Living Society for over 16 years managing a number of program areas and served as the A/Executive Director prior to joining CLBC in 2005 as a Community Planning and Development Manager. She was appointed A/Director of Regional Operations for the Vancouver Coastal Region in 2011.
