Senior Management

Rick Mowles
Chief Executive Officer
On August 23, 2005, Rick Mowles was appointed the Chief Executive Officer of Community Living BC by the Board of Directors.

Rick brings a wealth of experience from both the public and corporate sectors, having most recently been the CEO of the Community Social Services Employers Association. Rick led the association through a successful round of labour negotiations and championed member initiatives to address rising benefit costs to the sector.

Previously, Rick was a senior advisor to the Interim Authority for Community Living BC, and for over 15 years has worked in various social services agencies and ministries in positions ranging from Community Living Services Manager with the Ministry of Social Services, to executive director of various non-profit community agencies.

Prior to his work in the social services sector, Rick held a senior management position with BC Pavilion Corporation.


Carol Goozh
Vice President of Policy and Program Development
Carol Goozh has a masters degree in social work and has been employed by the Ministry of Children and Family Development since 1983. She has worked in a variety of positions within government, including community living social worker, team leader and manager of the Vancouver Coastal Region. Most recently she served as Provincial Director of Operations for Community Living Services.


Richard Hunter
Vice President of Corporate Services
Richard was most recently the Chief Financial Officer of the Provincial Health Services Authority, and before that served as the Vice President of Finance of Children's and Women's Health Centre.

Richard's early career began in manufacturing, transportation, engineering and retail, and he holds a chartered accountants designation in Canada, as well as the UK.

His 15 years experience in health care in this province has included roles in finance, as well as responsibilities in information management/technology, facilities, and environmental services. Richard has extensive experience in governance change and led the merger of eight organizations (including Children's and Women's, the BC Cancer Agency, Riverview, the Centre for Disease Control and the BC Transplant Society) to create the PHSA BC finance function.


Elaine Murray
Elaine Murray
Vice President of Quality Services
Elaine has worked for more than 32 years within social services, working at all levels, including supervisor, manager, director, and Assistant Deputy Minister for the newly created Ministry of Child and Family Development.

Throughout her career, Elaine has had a particular focus on the development of new organizations, with a special interest in community living services, having been on the de-institutionalization committee for Tranquille in 1979.

In addition to this work, Elaine worked with Judy Korbin on the Commission of Inquiry into the Public Service and the Public Sector and was seconded to create the Community Social Services Employers’ Association (CSSEA).


Doug Woollard
Vice President of Community Planning and Development
Doug has been involved in community living for 20 years as a volunteer, as a paid staff person with the Interim Authority for Community Living, and with the Ministry of Social Services as a regional director. Doug also served as the executive director of Delta Community Living Society from 2000 to 2005.

Doug also served as a member of the Community Living Transition Steering Committee. He is committed to ensuring adults with intellectual disabilities, their families, and families with children with disabilities have the power to make the decisions, through informed choice, that affect their lives.

Prior to joining Delta Community Living Society, Doug was a regional manager for Interlock Employee and Family Assistance Corporation. He also chaired the Multi-Lateral Task Force on training, career-pathing and labour mobility in the community social services sector.


Jim Anderson
Jim Anderson
Director of Information Technology
Jim brings over 15 years technology management experience in the public, private and not-for-profit sectors. Jim was most recently Director, Application Development, with the ICMA Retirement Corporation based in Washington, DC. Previously he served as Director of Information Technology for the Ohio Tuition Trust Authority, an agency managing Ohio's College Advantage™ savings plan.

As Director of Information Technology for CLBC, Jim plays a key role in the development of information technology strategy and policy, technology architecture, project management, systems development, operations and maintenance.

Jim attended The Ohio State University in Columbus, Ohio, where he received his Bachelor of Science in Business Administration degree. He also holds the Project Management Professional (PMP®) certification.

Jim welcomes the opportunity to strengthen the Information Technology team as they develop innovative solutions to assist CLBC staff in delivering responsive supports to persons with disabilities.


Marsha Goldford
Director of Human Resources
Marsha Goldford, M.P.A., is a certified human resources professional, formerly employed with BCBC as a senior HR advisor.

Marsha spent her early career in local government finance and intergovernmental policy development, later moving into management positions in social housing and residential tenancy programs.

Until her recent move to Vancouver, Marsha was an active member of the Victoria Senior Citizens Housing Society Board and chair of Capital Mental Health Association’s personnel committee. She now sits on the Red Door Housing Society board in Vancouver and continues to serve as a volunteer resource to member societies on matters related to human resources management.

Marsha has a masters degree in public administration from Queen’s University, a B.A. in political science and French from University of Western Ontario, and a graduate certificate in human resource management from Royal Roads University.


Paula Grant
Director of Quality Assurance
Originally from Ontario, Paula came to BC to do her masters degree in social work. After graduating, she moved to Lillooet where she was a frontline worker with a generalized caseload that included income assistance, child protection and services to individuals with developmental disabilities. Paula managed a range of programs over the years at MCFD headquarters including childcare, service to seniors, community grants and services to children with special needs.

She has worked as a director of community living programs and services for adults with developmental disabilities for over 20 years and has played a primary role in moving services from institutions to community based support.


Sally Greenwood
Director of Communications
Sally brings over 15 years of experience in the non-profit and health care communications sectors. Most recently she was the Director of Communications for the BC Transplant Society and BC Centre for Disease Control, agencies of the Provincial Health Services Authority.

Prior to her move to the field of transplantation and public health, Sally worked for the Multiple Sclerosis Society of Canada as the Director for Development and Communications. She attended the University of British Columbia where she completed an undergraduate degree in English before completing her graduate degree in journalism at Ryerson Polytechnic University in Toronto.



Brian Salisbury
Director of Strategic Planning
Prior to coming to CLBC, Brian was a part-time faculty member in the Community Support Worker Program at Kwantlen University College for the past 11 years. During this period, he also worked extensively as a consultant in Canada, the USA, Australia and the United Kingdom on various disability policy issues, including the implementation of individualized funding and independent planning support. Since 2001, Brian has worked as a contractor with the Interim Authority for CLBC and the Ministry of Children and Family Development in a variety of roles in support of BC's move to community governance.
