The terms and conditions establish the contractual relationship between CLBC and its service providers and, taken together with service specific contractual documents, set out the formal legal relationship between the parties.

Statement regarding ongoing legal dispute over CLBC’s June 1, 2025 amendment to the Service Terms and Conditions
Community Living BC (CLBC) is engaged in a legal dispute with a coalition of service providers with regard to the June 1, 2025 amendment to the Service Terms and Conditions for Contracts Between CLBC and Service Providers (the “Terms and Conditions”). While the specific details of this matter remain confidential, CLBC wishes to clarify that if any future changes to its Terms and Conditions arise from this dispute, these changes will be applied universally across all service providers within the sector to which these Terms and Conditions apply.
The Service Terms and Conditions found here are effective June 1, 2025.
For service provider contract periods before June 1, 2025:
- CLBC will not seek reimbursement for its audit and review costs under section 9.4 of the Terms and Conditions, and
- CLBC will not seek repayment for supervision and administration services under section 6 of the Terms and Conditions.
CLBC will continue to audit service providers’ funding, including supervision and administration funding, for contract periods before and after June 1, 2025, in the normal course.
CLBC will continue to require repayment as otherwise permitted by the Terms and Conditions (such as service level under delivery and cost estimates), where audit results support such action.
