CLBC announces changes to Executive team

Community Living BC is changing its executive leadership team to increase its capacity to meet the needs it will face in the future.

The changes reduce the number of CLBC divisions from eight to six. The changes are being made due to the pending retirement of VP Strategic Initiatives Jack Styan, and following a review to identify ways to improve our ability to serve individuals and families.

The new leadership team reporting to CEO Ross Chilton are:

  • Henry Chen, VP, Finance & CFO
  • John Stinson, VP, Service Delivery and Innovation
  • Joanne Mills, VP, Quality Services and Indigenous Relations
  • Sara Miller, VP, IT and Project Services
  • Karen Mackay, VP, People and Culture
  • Randy Schmidt, VP, Governance and Communications

The new consolidated divisions are meant to better align functions to improve agility and responsiveness. They integrate innovation with service delivery teams, quality assurance with Indigenous relations teams, and governance and policy functions with community engagement.

The new structure was designed with the help of an organizational review that included internal and external interviews.

CLBC is deeply grateful for the many years of service of retiring VP Jack Styan, who will remain with CLBC in an advisory role until his retirement in March 2023. Styan has been responsible for the CLBC policy and project management teams and he has overseen innovation in the area of employment services and design of the new L.I.F.E.-based service. He and his team also facilitated the creation of CLBC’s latest strategic plan. He is widely respected and known for a consultative and collaborative approach.

CLBC is also grateful for the service of Stephen Hall, who served as acting Executive Director Quality Assurance over the past two years. Hall continues to lead the Quality Assurance team under the new consolidated division with Indigenous Relations.

The changes take effect November 1, 2022.
