The Person Centred Societies (PCS) Policy and Contracting Framework is for societies that receive and manage CLBC funding. The PCS service delivery model encourages the people CLBC serves, their families and support networks to lead and control their supports and services. Learn more about the PCS model here.

May 29, 2026 Update on Direct Funding (DF) and PCS policy and framework changes

In November 2024, CLBC began a review of the new Person Centred Societies and Contracting Framework as well as the updated Direct Funding Policy relating to contracts with shared living. CLBC paused planned changes to Direct Funding arrangements with home sharing or live-in support in August 2025 to gather more feedback. Thank you to everyone who shared input through a survey and validation session about the PCS policy and framework in early 2026.

CLBC is extending the pause until April 2027 to review options and consider next steps.

If you are in an existing Direct Funding arrangement with home sharing or live-in support and have not moved to another model, no action is needed. Your current arrangements remain in place. We will share updates before any decisions are made. For questions, please contact your CLBC analyst.

What the Person Centred Societies Policy and Contracting Framework does

The new Framework is designed to provide a clear, consistent approach that benefits everyone involved in managing a PCS. It simplifies how all the partners work together, making it easier to navigate opportunities, responsibilities and expectations.

It defines the funding and contractual relationship CLBC has with some PCSs. The Framework also includes updated contracting templates and funding procedures, a new policy, practice guidance for staff, information and resources for PCSs and monitoring tools and guidance.

Why the Framework was created

There has been a missing piece from this person centred model: a shared accountability framework. Without this, it becomes harder to maintain quality, achieve steady growth and improve or expand self-directed services. The Framework closes the gap by building a stronger foundation.

Collaborating for better outcomes

This new foundation was shaped through a collaborative effort, bringing together input from Vela Canada, the people CLBC serves, their families and staff who work with PCSs.

The suggestions and feedback CLBC received were instrumental in shaping this new approach, ensuring it reflects the needs, challenges and aspirations of people who are supported by PCSs.

Three key features of the Framework

  1. The Framework provides a clear and consistent approach, making it easier for CLBC staff, Person Centred Societies and people who receive CLBC-funded services to understand how to work together effectively.
  2. It encourages innovative thinking and teamwork to enhance how services are managed and delivered.
  3. The Framework emphasizes accountability of public funds.

A new way of doing things with a new toolbox of resources

No matter when your contract is renewed in 2025, this year will be a time of transition. You’ll use this period to understand the new policy, standards and contract while identifying areas that need improvement and support. Upon renewal, your PCS will be moving to a new contract framework. This contract follows the new Service Terms and Conditions for agreements between CLBC and PCSs. Updated CLBC Service Standards

CLBC has also updated the Standards for Unaccredited Service Providers and they will be referred to as the CLBC Service Standards from this point on.

Person Centred Societies that receive CLBC funding will use the CLBC Service Standards to understand what’s expected of them. The Service Standards define best practices and form part of the Terms and Conditions contracts for PCSs. The standards will come into effect for PCSs starting January 1, 2025.

CLBC believes the Framework is a major step forward for people and their families who want more control over the services they receive. By placing an emphasis on creativity, collaboration and accountability, this new approach ensures a stronger partnership between Person Centred Societies, service providers, and the communities they support.
